Is a Tier 2 NLU Worth It? An Honest Assessment

You cleared CLAT but did not make the top 5. Maybe not even the top 7. The question every student in this position faces: is a Tier 2 NLU worth five years, or should you look elsewhere? Here is the data and the honest answer.

Defining "Tier 2 NLU"

There is no official tier system for NLUs. The groupings are informal, based on a combination of CLAT cutoffs, placement outcomes, NIRF rankings, and market perception. For the purposes of this analysis, we define three tiers:

Tier 1
NLUs ranked 1–7

NLSIU, NLU Delhi, NALSAR, NUJS, GNLU, NLU Jodhpur, NLIU Bhopal

Tier 2
NLUs ranked 8–16

HNLU, CNLU, NUSRL, NLUO, NUALS, MNLU Mumbai, NLU Nagpur, DSNLU, MNLU Aurangabad

Tier 3
NLUs ranked 17+

Newer NLUs with limited placement track records and still-developing infrastructure

These boundaries are approximate and debatable. NLIU Bhopal could be Tier 1 or Tier 2 depending on who you ask. MNLU Mumbai, despite being new, has location advantages that may push it into Tier 1 territory within years. The point is not precision — it is to frame the analysis for students whose CLAT rank falls in the 500–2000 range.

Ranges represent general patterns across institutions in each tier. Individual NLUs may vary significantly from these ranges.

When a Tier 2 NLU Is Absolutely Worth It

If you want litigation, the judiciary, or government advisory roles. The NLU tag carries weight in these career paths regardless of which NLU issued the degree. Judicial services examination committees, government departments, and senior advocates looking for juniors all recognise "NLU" as a quality signal. A Tier 2 NLU graduate sitting for the Rajasthan Judicial Services exam, for example, carries the same institutional credibility as a Tier 1 NLU graduate. The Bar Council registration is identical. What matters in litigation is your courtcraft, legal knowledge, and willingness to learn from a senior — not whether your NLU was ranked #3 or #12.

If you are willing to be exceptional within your batch. The top 10% of students at any Tier 2 NLU achieve outcomes that overlap significantly with the average student at a Tier 1 NLU. If you enter a Tier 2 NLU with the mindset of being in that top 10% — through academic performance, national moot competitions, published papers, and aggressive internship-seeking — the institution becomes a launchpad, not a ceiling.

If cost matters. Tier 2 NLUs are typically INR 8–15 lakh for the full 5-year programme. Compared to Jindal at INR 40–55 lakh or Symbiosis at INR 25–35 lakh, the NLU offers a dramatically better cost-to-outcome ratio. For students from modest economic backgrounds, this financial efficiency is a material consideration.

If you value the NLU peer environment. Even at a Tier 2 NLU, your classmates cleared a national competitive exam. They chose law deliberately. The study culture, moot preparation intensity, and intellectual seriousness are qualitatively different from most private colleges. This peer effect compounds over five years.

When to Reconsider

If corporate law at a Tier 1 firm is your only acceptable outcome. The data is clear: Tier 1 firms recruit primarily from top 5–7 NLUs. While exceptions exist (top Tier 2 NLU students do break through), building your entire career plan around being the exception is risky. If you will consider your five years wasted unless you are at AZB or Cyril Amarchand after graduation, a Tier 2 NLU offers lower probability of that specific outcome than Jindal or Symbiosis.

If the specific Tier 2 NLU has infrastructure or governance issues. Not all Tier 2 NLUs are equal. Some have persistent problems — irregular classes, faculty vacancies, poor hostel conditions, or administrative instability. Research the specific institution thoroughly before committing. Talk to current students, not just alumni (who may have nostalgia bias). If the NLU you are considering has a pattern of governance problems, a well-run private institution may be a safer bet.

If you have a credible shot at a top NLU with one more attempt. If you scored CLAT rank 400 and missed NLSIU by 350 ranks, the improvement needed is large. If you scored rank 120 and missed NALSAR by 30 ranks, one year of focused preparation with a strong CLAT programme could make the difference. Be honest about the probability — a gap year has opportunity costs.

How to Maximise Outcomes from a Tier 2 NLU

If you decide on a Tier 2 NLU — and for most students in the CLAT 500–1500 range, it is the right call — here is the playbook for strong outcomes. This is not aspirational advice. This is what the top performers at every Tier 2 NLU actually do.

1. Finish in the Top 10% of Your Batch

Academic rank is the single strongest predictor of placement outcomes within any NLU. At a Tier 2 NLU, being in the top 10% is what differentiates you from the field. It is the first filter for firm applications and the most credible signal on your CV. Take academics seriously from semester one — GPA recovery in later years is much harder than maintaining it.

2. Win National Moots

Moot court competitions are the great equaliser. When a Tier 2 NLU team wins a national moot, law firms notice. Target 2–3 prestigious national moots (Manfred Lachs, Surana & Surana, NLIU Bhopal Arbitration Moot) and commit seriously to preparation. Moot wins from a Tier 2 NLU carry more signal value than the same wins from a Tier 1 NLU — they demonstrate exceptional drive.

3. Publish in Recognised Journals

Submit papers to peer-reviewed law journals — preferably at other NLUs (NLSIU, NALSAR, NUJS journals). A publication in a top student law review signals research ability and intellectual seriousness. It also gives you something concrete to discuss in interviews that transcends your institution's brand.

4. Build Internship Chains Strategically

Do not leave internships to chance. In years 1–2, intern at High Courts and mid-tier firms to build foundational skills. In year 3, target Tier 1 firm internships — apply directly via email (not campus placement), referencing your moots, publications, and GPA. In years 4–5, convert these internships into pre-placement offers. The intern-to-PPO pipeline is the most reliable path to a top firm from a Tier 2 NLU.

5. Build Your Network Actively

Attend conferences, seminars, and workshops at other NLUs and in major cities. Connect with alumni from your NLU who are now at top firms. Use LinkedIn professionally. The network you build in five years will serve you for the next thirty. At a Tier 2 NLU, you must build this network more deliberately than your peers at Tier 1 NLUs, where it forms more organically.

The Honest Verdict

A Tier 2 NLU is worth it for most students who land there. The NLU tag, the peer environment, the cost efficiency, and the access to litigation and judiciary career paths make it a strong choice. The ceiling is not as high as a Tier 1 NLU, but it is far higher than most people assume — if you are willing to do the work.

The key insight: your rank within a Tier 2 NLU matters more than the NLU's rank among NLUs. Being #5 in your batch at HNLU Raipur produces better career outcomes than being #60 at NUJS Kolkata. The institution provides the platform; your performance on it determines the outcome.

The exception: if your singular non-negotiable goal is a Tier 1 corporate firm position straight out of law school, the probability from a Tier 2 NLU is lower (roughly 10–15% of the batch, versus 40–60% at a Tier 1 NLU). Be honest about whether that probability is acceptable to you.

For everyone else — students who want a strong legal education, a nationally competitive peer group, the NLU brand, and multiple career paths in law at an affordable cost — a Tier 2 NLU is a solid investment. Enter with intention, execute the playbook above, and the five years will serve you well.

Frequently Asked Questions

What counts as a Tier 2 NLU?

We define Tier 2 NLUs as those ranked approximately 8–16 in national assessments. This includes HNLU Raipur, CNLU Patna, NUSRL Ranchi, NLUO Cuttack, NUALS Kochi, NLU Nagpur, DSNLU Visakhapatnam, MNLU Mumbai, and MNLU Aurangabad. The exact boundaries are debatable, but the defining characteristic is: recognised NLU status but without the placement and brand power of the top 5–7.

What is the average placement at a Tier 2 NLU?

Median placements at Tier 2 NLUs typically fall between INR 4 and 8 LPA. However, the top 10–15% of students from these NLUs secure packages of INR 12–18 LPA at Tier 1 and Tier 2 law firms. The distribution is bimodal — outcomes depend heavily on your rank within the NLU, not just the NLU's overall rank.

Do Tier 1 law firms recruit from Tier 2 NLUs?

Some do, selectively. Firms like AZB, CAM, and Khaitan may send limited interview slots to select Tier 2 NLUs, or recruit top students through off-campus applications and intern conversions. The route is less structured and less predictable than at Tier 1 NLUs, but it exists. Boutique and mid-tier firms recruit more actively from Tier 2 NLUs.

Is a Tier 2 NLU better than Jindal or Symbiosis?

It depends on the specific Tier 2 NLU and your goals. For corporate law placements, Jindal (JGLS) likely outperforms most Tier 2 NLUs. For litigation, judiciary preparation, and government careers, the NLU tag from even a Tier 2 institution carries more weight than a private college degree. MNLU Mumbai may be an exception — its Mumbai location gives it placement advantages over other Tier 2 NLUs.

Can I get into a top law firm from a Tier 2 NLU?

Yes, but you need to be exceptional within your batch. The formula: finish in the top 10% of your class, win or place in 2–3 national moots, publish in recognised law journals, and secure strong internships at firms through personal applications. Intern-to-PPO conversion is the most reliable path to a Tier 1 firm from a Tier 2 NLU.

Is a Tier 2 NLU worth the 5-year investment?

For most students, yes — if you are willing to hustle. The NLU tag, even from a Tier 2 institution, opens doors in litigation, judiciary (judicial services exams view NLU degrees favourably), government advisory roles, and policy. The 5-year cost at a Tier 2 NLU (INR 10–18 lakh total) is lower than top private colleges, making the financial risk-reward favourable.

Should I drop a year to re-attempt CLAT for a top NLU?

This is a personal decision with no universal answer. If you missed a top-5 NLU by a narrow margin (say, 20–30 ranks) and are confident you can improve, a gap year may be justified. If the gap is larger (100+ ranks), the probability of a dramatic improvement is lower, and accepting a Tier 2 NLU and excelling there may yield better expected outcomes than the variance of another CLAT attempt.

Which Tier 2 NLU is the best?

MNLU Mumbai has the strongest placement advantage due to Mumbai's legal market. HNLU Raipur has a longer track record and established alumni network. NUALS Kochi benefits from Kerala's strong legal tradition. CNLU Patna has improved rapidly. The "best" Tier 2 NLU depends on your preferred location and career track — there is no single answer.
