CLAT 2027 Counselling Process:

CLAT counselling is the centralised online process through which qualified candidates are allotted seats at the 24 National Law Universities that accept CLAT scores. Your CLAT rank gets you into the door, but your counselling strategy determines which NLU you actually attend. Preference order, freeze-or-float decisions, and understanding how multi-round upgradation works can mean the difference between your dream NLU and a seat you settle for. How CLAT Counselling Works

The CLAT counselling process is conducted entirely online by the Consortium of National Law Universities. It is a separate process from the CLAT exam registration — you must register again on the counselling portal after results are declared. Here is the step-by-step sequence that every candidate follows.

Register on the Counselling Portal

After CLAT 2027 results are declared, the Consortium opens its counselling portal. You must create a counselling account (separate from your exam account), upload required documents, and verify your details. Registration has a strict deadline — missing it means forfeiting your chance at all 24 NLUs regardless of your rank.

Pay the Counselling Fee

A refundable counselling fee of approximately Rs. 50,000 (General/OBC) or Rs. 25,000 (SC/ST/PwD) is required. This fee is adjusted against your first-year tuition at the allotted NLU. If you do not secure any seat or withdraw before the cut-off date, the amount is refunded minus a nominal processing charge.

Fill Your NLU Preference List

This is the most critical step. You rank all 24 NLUs in order of your preference. The Consortium allots seats based on your CLAT rank combined with your preference order. You can edit and reorder preferences multiple times during the preference-filling window. Only the final saved list is considered for allotment.

Round 1 Seat Allotment

The system processes all candidates simultaneously — matching each person to the highest-preference NLU where their rank qualifies for available seats. You then choose Freeze, Float, or Slide (explained below). Candidates who do not get any NLU in Round 1 remain in the pool for Round 2.

Round 2 and Round 3 Upgradation

Seats freed up by candidates who chose Freeze at higher-preference NLUs, or who withdrew, are redistributed. If you chose Float, you may be upgraded to a higher-preference NLU. If no higher seat is available, you retain your Round 1 allotment. Round 3 follows the same logic with remaining vacancies.

Spot Round (if applicable)

After all regular rounds, a spot round may be conducted for NLUs with remaining vacant seats. Spot round allotment is typically on a first-come, first-served basis among eligible candidates who did not secure seats earlier.

At this range, securing any NLU seat is better than waiting. Fill all 24 preferences — never leave slots empty. A newer or smaller NLU still offers the NLU tag, Consortium curriculum standards, and access to the common placement portal.

Critical Rule

Always fill all 24 preferences. There is no disadvantage to listing NLUs you consider unlikely — the system only allots you the highest-preference NLU where your rank qualifies. Leaving preference slots empty only reduces your chances of getting a seat. Even if you are confident of a top-5 NLU, fill slots 6 through 24 as a safety net.

Freeze, Float & Slide Explained

After each round of seat allotment, you must choose one of three options. This decision directly determines whether you can be upgraded in subsequent rounds. Understanding the difference is essential to maximising your outcome.

Freeze

You accept the allotted NLU and exit the counselling process entirely. Your seat is confirmed, and you will not be considered for upgradation in any subsequent round. Choose Freeze only when you have been allotted your top-choice NLU or are completely satisfied with the allotment.

When to choose

You got your first or second preference and do not want to risk losing it.

Float

You accept the allotted NLU as a temporary backup but remain in the counselling pool for upgradation. In the next round, if a seat opens at a higher-preference NLU (based on your original preference list), you are automatically upgraded. If no higher seat is available, you retain your current allotment with no penalty.

When to choose

Almost always. Unless you got your top choice, Float is the optimal strategy. There is zero downside — you keep your current seat while staying eligible for better options.

Slide

You accept the allotted NLU but want to be considered for a different programme at the same NLU. For example, if you are allotted the LL.B. (Hons.) programme at NLSIU but prefer the B.A. LL.B. (Hons.) programme at NLSIU, you choose Slide. You stay at the same university but may be moved to a better-fitting programme if seats open.

When to choose

You are satisfied with the NLU but want a different programme (degree type) at that same NLU.

Strategy Note

The default choice should be Float. The only scenario where Freeze makes sense is when you have been allotted your first preference. In every other situation, Float preserves your current seat while giving you a chance at something better in the next round. There is absolutely no risk of losing your current seat by choosing Float.

Seat Matrix & Reservation Categories

Each NLU has a defined number of undergraduate seats distributed across reservation categories as per government norms. Understanding the seat matrix helps you assess your realistic chances based on your category.

General

~40-50%

Open category with the most competitive cutoffs. No reservation benefit. The highest proportion of seats at most NLUs, but also the highest number of applicants competing for them.

SC (Scheduled Caste)

15%

Reserved as per constitutional provisions. SC cutoffs are significantly more relaxed — typically 10-15x the General closing rank. A General cutoff of 100 at an NLU might translate to an SC cutoff of 800-1200.

ST (Scheduled Tribe)

7.5%

Reserved quota with the most relaxed cutoffs in absolute terms due to fewer seats and fewer applicants. ST candidates with ranks in the 1500-3000 range can access top-10 NLUs.

OBC (Non-Creamy Layer)

27%

The largest reserved category by seat share. OBC cutoffs fall between General and SC. A valid non-creamy layer certificate issued within the prescribed period is mandatory.

PwD (Persons with Disability)

5% (horizontal)

Horizontal reservation applied across all vertical categories. Candidates need a disability certificate (minimum 40%) from a recognised medical authority. PwD cutoffs are the most relaxed in absolute rank terms.

NRI Quota

Varies by NLU

Most NLUs offer NRI seats with separate (higher) fee structures. NRI cutoffs are substantially relaxed — often 3-5x the General closing rank. Some NLUs also accept NRI-sponsored candidates.

The total number of UG seats across all 24 NLUs participating in CLAT counselling is approximately 3,000 to 3,200. Individual NLU capacities range from 60 seats at smaller institutions to 180 seats at larger NLUs like NLSIU Bangalore and NALSAR Hyderabad. The Consortium publishes the exact seat matrix for each NLU before the preference-filling window opens.

Second Round, Third Round & Spot Counselling

CLAT counselling operates in multiple rounds to ensure maximum seat utilisation. Each subsequent round redistributes seats vacated in the previous round, giving candidates additional opportunities for upgradation.

How Round 2 Upgradation Works

After Round 1, candidates who chose Freeze exit the process and their higher-preference NLU slots (which they did not need) remain available. Candidates who chose Float are automatically reconsidered against newly available seats. If a seat opens at a higher-preference NLU on your list, you are upgraded — and your previous seat is released for others. This cascading effect means Round 2 often produces significant movement, especially in the rank 200-800 range.

Round 3 and Final Allotment

Round 3 follows the same logic but typically involves fewer seat changes. By this stage, most top-NLU seats are settled. However, mid-tier and newer NLUs may still see movement. After Round 3, allotments are generally finalised. Candidates who have been allotted a seat must confirm by paying the admission fee and completing document verification at their allotted NLU.

Spot Round for Vacant Seats

If seats remain vacant after three regular rounds, the Consortium may conduct a spot round. Spot rounds are typically open to candidates who were not allotted any seat in regular rounds, as well as new candidates who meet eligibility criteria. Allotment in the spot round is usually on a first-come, first-served basis within rank order. Spot rounds fill seats at newer and smaller NLUs that often have residual vacancies.

Is CLAT counselling registration separate from exam registration?

Yes. Registering for and appearing in CLAT does not automatically register you for counselling. After CLAT results are declared, you must separately register on the Consortium counselling portal, pay the counselling fee, and fill your NLU preferences. Missing the counselling registration deadline means you forfeit your seat — regardless of your CLAT rank.

How does NRI quota counselling work for CLAT 2027?

NRI quota seats are available at most NLUs with separate (higher) fee structures. NRI candidates must register under the NRI category during counselling and provide supporting documentation.
